On June 30, 2023, Global Gateway Advisors was recognized by Singapore’s Ministry of Manpower (MOM) as one of just 12 authorized background screening companies permitted to issue educational verification proofs. We are the only Japanese company with this designation. This allows us to officially offer educational verification services required for employment pass (EP) applications. This service is available exclusively to candidates who have earned degrees from Japanese educational institutions and are applying to work in Singapore.

With the introduction of COMPASS (Complementarity Assessment Framework), Singapore’s Ministry of Manpower (MOM) has made it mandatory to submit verification proof issued by a background screening company for all post-secondary diploma or higher qualifications declared in Employment Pass (EP) applications.

Under COMPASS, if you wish to earn points based on educational qualifications, you must declare the relevant qualification during the EP application process and attach educational verification proof.

Employers are required to confirm the following through a background screening company as part of the application:
– Authenticity Checks:
To verify that the qualification submitted by the candidate is genuine.
– Accreditation Checks:
To verify that the issuing educational institution is officially accredited.

Each check verifies the authenticity and validity of an educational qualification from a different standpoint.

Authenticity Checks confirm that the candidate was awarded the stated qualification by the educational institution (e.g. university), and that the documents submitted—such as the English graduation certificate—are genuine and have not been altered or falsified.

In contrast, Accreditation Checks verify whether the educational institution that issued the qualification is officially recognized and accredited.

If the Japanese educational institution (such as a university) is not listed in the dropdown menu of the Self-Assessment Tool (SAT) on Singapore’s MOM website, an accreditation check will be required.

To save candidates the time and effort of checking this themselves, we provide a combined service that includes both authenticity checks and accreditation checks in one package.

We do not offer Authenticity Checks or Accreditation Checks as standalone services.
To eliminate the need for candidates to determine in advance whether an Accreditation Check is necessary, and to maintain consistency and efficiency in our operations, we offer both services as a single, bundled package.

The following documents are required to proceed with the educational verification process:

① Documents to upload via our online platform:
– A color copy of your passport (for identity verification)
– A copy of your family register or marriage certificate (issued within the last 3 months)
If your surname has changed (e.g. due to marriage), please include a certified English translation (with translator’s declaration) of your family register or marriage certificate.

② Documents to send by post:
– The original English graduation certificate

This certificate must be sent directly from your Japanese educational institution (such as your university) to our designated address in either Japan or Singapore.

No, a transcript is not required.
For the educational verification process, please arrange to send only the original English graduation certificate issued by the educational institution (e.g., university) via a secure mailing method such as registered mail, sealed envelope, or Letter Pack Plus.

Step 1:
Select your preferred service on our website, agree to the Terms of Use, and complete the application with online payment.

Step 2:
The HR representative or the candidate applying for an Employment Pass will receive a confirmation email with a dedicated link. Through this link, they must submit personal information and upload a color copy of their passport.

If the candidate has changed their surname (e.g., due to marriage), they must also upload either:
– A family register (戸籍謄本) issued within the last 3 months, along with a certified English translation by a professional translator, or
– An English marriage certificate issued within the last 3 months.

Step 3:
The candidate must arrange for their Japanese educational institution (e.g., university) to send the original English graduation certificate directly to the address designated by Global Gateway Advisors (in Japan or Singapore).

Step 4:
Once the educational verification process is complete, we will issue and email a PDF of the educational verification proof.

Note:
Due to Japan’s Personal Information Protection Law and individual university policies, third-party verification requests may not be permitted.
To address this, Global Gateway Advisors has established a reliable verification process whereby the candidate personally requests their English graduation certificate, which is then sent directly from the institution to us.

This ensures a tamper-proof process, reduces delays caused by school procedures, and enables smoother and faster completion of the verification.

Due to Japan’s Personal Information Protection Law and the internal policies of many educational institutions, it is often difficult for third parties to conduct educational verification directly.

To ensure reliability and compliance, Global Gateway Advisors requires candidates to personally request their English graduation certificate, which must then be sent directly from the educational institution to us via a secure mailing method such as registered mail, sealed envelope, or Letter Pack Plus.

This process eliminates the risk of document tampering, preserves the integrity of the verification, and minimizes delays caused by institutional procedures—ensuring a smoother and more secure experience for our clients.

The duration of the educational verification process varies depending on the type of service selected.

The process officially begins only after the following three steps have been completed. Once all items are received, you will receive an email from us with the subject line:

The processing time refers to the number of business days required after all necessary information and the original English graduation certificate have been received directly from the Japanese educational institution.

Additional costs to be borne by the candidate:
Any fees charged by the educational institution to issue the English graduation certificate (e.g., issuance or administrative fees)
Postage fees for sending the certificate from the institution to our designated address
These costs are the responsibility of the candidate and are not included in the service fee.

A Letter of Authorisation (LOA) is a document in which the candidate provides consent for us to contact the Japanese educational institution to verify their qualification.

Please note that once the LOA is signed and the verification process has commenced, cancellations will not be eligible for a refund.

However, please note that the candidate is responsible for providing all required information and documents, and for managing the verification process accordingly.

No, there is currently no expiration date for the Educational Verification proof (as of June 2025).
According to MOM’s official website: “Once submitted, you will not be asked to submit it again when renewing your Employment Pass or during similar procedures.”

According to the Tripartite Guidelines on Fair Employment Practices issued by the Singapore government, companies must ensure fair consideration of all candidates in the hiring process.

When there is a hiring need, the position must first be advertised on Singapore’s official job site, MyCareersFuture, for at least 14 days. During this time, the company must fairly assess all local candidates who apply. Only if no suitable local candidate is found should the company proceed to consider and select foreign candidates and prepare for the Employment Pass (EP) application.

The overall process is as follows:
① Hiring need arises
② Advertise the position on MyCareersFuture for at least 14 days
③ Fairly assess all candidates who apply
④ If no suitable local candidate is found, begin selecting foreign candidates
⑤ Once a foreign candidate is selected, prepare documents for the EP application — this is also the time to arrange for educational verification
⑥ Submit the EP application once all documents are ready

All submitted documents are securely disposed of in accordance with our agreements with the Singaporean government and the Personal Data Protection Act (PDPA).
Please note that the email containing your educational verification proof includes a link from which you can download a copy of your English graduation certificate. You can download and use the copy from that link as needed.

Unfortunately, we do not accept existing English graduation certificates already in your possession for the educational verification.
To eliminate any risk of tampering and ensure fairness and transparency in the educational verification, we only accept English graduation certificates that are sent directly from the Japanese educational institution to the address specified by us.

As part of our educational verification process, we will review the candidate’s qualification to see which level it matches based on the Singapore Ministry of Manpower (MOM) standards, which follow the UK qualification framework.
The final qualification level will be indicated in the educational verification proof.

When applying, please refer to the comparison chart and select the MOM qualification level that best fits the candidate’s academic background.

Important: The final qualification level will be confirmed based on the English graduation certificate we receive, regardless of the level selected during the application.

In most cases, once the candidate’s identity has been verified during the application for the English graduation certificate, universities will allow the document to be sent to the address specified by the candidate — including the address of a background screening company.

That said, some universities have strict privacy policies and may indicate that documents can only be sent directly to the candidate. If this applies, we ask that the candidate reach out to the university and explain the reason and need for having the certificate delivered to a background screening company.

In some cases, universities will agree to the delivery if the envelope clearly states:

If the school you graduated from has been closed, it may still be possible to obtain your English graduation certificate or verify your academic records through one of the following:

(A) The school that succeeded or merged with your former institution
(B) The local board of education in the city, ward, or town where the school was located

Yes, our educational verification service is available for candidates who have graduated from junior colleges and colleges of technology as well.
